A hotel's safety register: what it must contain

Every public-access property in France keeps a safety register. For a hotel it is required by article R.143-44 of the Construction and Housing Code (formerly R.123-51). It is the first document a commission asks for, and the easiest to let drift.

This guide helps you understand the rules; it is not legal advice. What applies to your hotel depends on its category, how many people it can hold, and what the local safety commission has required. Check the cited texts before you act on them.

What the register records

The text wants a record of what has been done for the safety of the property: technical checks and their dates, staff training, works, and the standing instructions. Concretely, a convincing register holds:

  • Each periodic check, its date and the report that proves it
  • The items inspectors raised, and what became of them
  • Staff safety training, with its certificates
  • Since 1 July 2026: the dates of evacuation drills and the named list of safety staff
  • Safety-relevant works and their dates

Paper or digital: what actually matters

The text does not mandate a form. What matters on the day: the register exists, is current, and every line is backed by its evidence. A rigorously kept binder beats abandoned software; a register that keeps itself current beats both.

Which checks, how often?

Every interval has its text (order, article, code), and copying them here would create a second version to maintain. The full list, with the instrument behind each interval, is in our France guide below.

How Paco keeps it

Paco builds your list of checks from your documents: a report you drop in or that arrives by email updates the check it proves, with its date and reference. Each date says where it came from: a report, your answer, or a calculation. A check without proof stays visible as exactly that, nothing is invented, and the inspection pack comes out in one click from that same list.

Common questions

Who must keep the register?

The operator. The responsibility does not pass to the company that performs the checks: it produces the reports, you keep the register that gathers them.

What if the register is incomplete on the day?

The commission judges on evidence: an unproven check counts as absent, and an item raised last time and never answered weighs more than an owned-up delay. See our guide on the commission visit.
